The Fletcher Munson curves are otherwise known as the Equal Loudness contours as they are a graph of how the ear repsonds to different leveles of frequency across the audible range.
Basically subjects listened to tones of the same frequncies but at different levels and the results were mapped out.
The results are very interesting and essential for any engineer to understand, the main thing to understand is the fact that the ear's frequency response is NOT flat and in fact changes as the level of the sound changes.
This has implications for mixing levels because if the track is mixed in the studio at a high monitoring level then when played back at a low volume the bass and top end will seem to be lacking (due to the ears response at low levels).
It is important then to mix at low monitoring levels ensuring the bass and top is present, then when played back louder those areas will only seem to increase, which subjectively most people prefer.

Sound Pressure Level, and yes 20 micro pascals which is the threshold of hearing for most of us.
So the graph is referenced to 0dB SPL= 20 micro pascals.
