There is not really a "should" as they are typically "both" used.

When the basic tracks tracks are being recording they can only be pre, then when overdubs are being created another day post recording medium feeds are used, to hear what has been recorded WITH pre feeds for the direct sounds getting recorded.

If the tracking session must be pre as you say what do you do when the "talent" wants to hear the recording played back in their headphones?

The talent can hear the signal back off tape/hard drive whatever, through the monitor section of the desk.

Typically a recording desk is what is known as an "In-Line" desk and on playback you simply switch the talents channel to monitor the tape output. The assigned effects will go over also.
