I've been recording and mixing using Cool Edit and now Audition 1.5.
I record on two Tascam DA38's and mix in Audition.
Biggest issue is how to get all tracks on the project to have equal
volume levels.

hrm levels.....these questions would be answered better if you gave us the full signal path that your using..... did you compress the tracks? what settings did you use? did you eq it? (eq affects gain structure). how was the level on the mic pres? the only real way to set the levels after they've been tracked is to use your ears. NEVER mix with the meters or try set levels with them. let me know how it goes. peace!
